European Council President Antonio Costa shared a rare personal moment during the India-EU summit in New Delhi as India and the European Union sealed a landmark free trade agreement, often described as the “mother of all trade deals.” While addressing the media, Costa surprised many by displaying his Overseas Citizen of India (OCI) card, highlighting his deep Goan roots and long-standing connection with India.

The gesture came at a crucial moment when India and the EU concluded negotiations that had stretched over two decades, marking a new chapter in global trade and strategic cooperation.


Antonio Costa Highlights Goan Roots During India-EU Talks

Speaking alongside European Commission President Ursula von der Leyen, Antonio Costa said the agreement held special meaning for him, not just politically but personally.

“I am the President of the European Council, but I am also an overseas Indian citizen. I am very proud of my roots in Goa. The connection between Europe and India is personal to me,” Costa said.

Costa’s family traces its origins to Goa, a former Portuguese colony. His grandfather was born there, and Costa is still fondly known by his Konkani nickname ‘Babush’. His father, Orlando da Costa, was a celebrated writer whose literary works carried strong Goan influences.


PM Modi Presented OCI Card To Costa In 2017

Prime Minister Narendra Modi had presented the OCI card to Antonio Costa in 2017, when Costa was serving as the Prime Minister of Portugal. At the time, PM Modi had described him as the “best of the Indian diaspora across the world.”

During the same visit, Costa was also honoured with the Pravasi Bharatiya Samman Award, India’s highest recognition for overseas Indians.


India-EU Free Trade Deal: Key Highlights

The India-EU Free Trade Agreement (FTA) creates one of the largest free trade zones in the world, covering nearly two billion people.

Major features of the deal:

  • 97% of European exports to India will see tariffs reduced or eliminated
  • The EU expects to save up to €4 billion annually in duties
  • The agreement represents 25% of global GDP and one-third of world trade
  • The deal aims to boost jobs, investment, and supply chain resilience

Prime Minister Modi called it a historic moment, stating:

“This deal will bring immense opportunities for India’s 1.4 billion people and millions across Europe.”


Strategic Partnership Amid Global Shifts

Antonio Costa said the agreement sends a powerful signal at a time when the global order is being reshaped.

“As the world’s two largest democracies, India and the European Union are taking their partnership to the next level to promote peace, stability, economic growth and sustainable development,” he said.

European Commission President Ursula von der Leyen echoed the sentiment, calling the deal “history in the making.”

“We have created a free trade zone of two billion people, with both sides set to benefit,” she said.

The EU has increasingly viewed India as a key future market, especially amid economic challenges and geopolitical competition involving the United States and China. Analysts say the agreement could help both sides diversify trade, strengthen supply chains, and enhance strategic autonomy.
